The World's Most 'Intelligent' Cities

in the AI Age

For years, discussions about the world's "smart" cities have focused on factors such as education, technology, and innovation.But with the rapid advancement of AI, the criteria defining what makes a city "intelligent" are undergoing a transformation.

A fresh report has ranked cities according to how effectively they leverage AI and digital technology to enhance the lives of their residents.

Titled the Intelligent Cities Index, this report was produced by the Boston Consulting Group (BCG).

It examined 61 of the largest cities globally and evaluated each one across five dimensions.

These areas encompassed the extent of AI and other technology adoption; how effectively that technology is being used to improve quality of life for residents; how strong the plans are for technology use in the future; how ready governments are to make use of AI and work with businesses to make it work; and whether cities have the technology leaders and money they need to succeed.

London claimed the top spot in the 2026 ranking.BCG gave the city high marks for the way it is using technology to improve quality of life and to create opportunities for the people who live there.

Dubai secured second place, with BCG calling the city a leader in how much it uses AI and other technologies.

Trailing Dubai were New York City; Washington, DC; and Amsterdam.

However, the report revealed that no city was the best in every area, which means even the highest-ranked cities still have room to improve.

Apart from Dubai, all of the top seven cities were in Europe and the US.But these were followed by four Asian cities — Shanghai, Beijing, Seoul and Singapore.

Nevertheless, although it's a country that's famous for its technology, no city in Japan made it into BCG's top 20.The highest-ranked Japanese city was Tokyo, at 35th, just above Hong Kong.

迪拜紧随其后位列第二,BCG指出该城市在AI及其他技术的运用上走在前列。

排在迪拜之后的依次是纽约、华盛顿特区和阿姆斯特丹。

不过报告同时强调,没有任何一座城市能在所有维度上独占鳌头,这表明即便是排名靠前的城市依然存在提升空间。

除迪拜外,前七名均坐落于欧洲及美国地区。其后则有四座亚洲城市入选——上海、北京、首尔与新加坡。

然而,尽管日本是公认的科技强国,却没有一座城市能够跻身BCG前20名榜单。日本排名最高的城市东京仅列第35位,稍稍领先于香港。
